When creating characters for your game, how much thought do you tend to put into those non-statistical or game-rule related factors of that character, such as the character's background, description, and personality before using these characters in play?

I would tend to put a lot of myself into each character that I played.  My having multiple personalities sure did help with this.  I would say that put extensive thought into each character, but just like life I always left room for adaptation.

i put a lot of thought into the description of my character, though more moderate thought into the background of her. the personality i don't really think of because i just use my own personality and.. well yeah. :P

Yeah, I kind of understand that.  Personality is a odd thing to think of in too much detail ahead of time because it is something that is often in kind of a state of flux, anyway.  Background and description really help to narrow down what the personality of the character will be like, but yeah, it's hard to have a sure feeling of what the personality will be like until you're playing the character... unless, of course, you are just using your own.  :p

Most of my characters, and those of my players, had at least a little background information built in.  There was usually some element of personality right from the beginning as well.

I think each of us had a couple of hundred voices in our heads, and we just chose one with each new character and let it run.

Usually when we managed to roll up elite stats for a new character, qualifying us for something like a Drow Elf, Archmage, Sorceror ( ala Eddings ) or the like, the character had *extensive* background before the first time they ever sat down to play them.

The more fun we thought we could have with the character, the more thought we put into them before we ever started.

There  were many gaming sessions where not a single die crossed the board, and we simply sat discussing new characters, building their history and keying off things other people said to help build it.
